The Department of Civil Procedure and Labour Law

The Department of Civil Procedure and Labour Law is the leading department in the Republic of Belarus in the area of scientific and educational methods research of civil and economic procedure issues, as well as issues of labor law and social security law. The department was headed by famous scientists: LLD, Professor, Honoured lawyer of the Republic of Belarus N.G.Yurkevich (1974 – 1978, 1981 – 1994), PhD (candidate of sciences) in law, Associate Professor A.A. Shingel (1978 – 1981), PhD (candidate of sciences) in law, Associate Professor I.N. Kolyadko (1994 – 2016). Since 2016 the department has been headed by PhD (candidate of sciences) in law, Associate Professor O.N. Zdrok.

Famous scientists and lecturers have been working at the department. Among them are the best procedural lawyers of Belarus: 1923 – 1936 - M.O.Gredinger, Academician of Academy of Sciences of BSSR, 1961 – 1968 - S.V. Kurylev, LLD, Professor, one of CPC compiler; 1964, 1968 – 1991- V.V.Tihanovich, PhD (candidate of sciences) in law, Associate Professor; 1974 – 1988 - V.G.Tihinya, LLD, Professor, Corresponding Member of the National Academy of Sciences of Belarus. They are authors of a number of monographs, text-books and tutorials.

Creation of Belarusian civil procedure school is connected with LLD, Professor S.V. Kurylev. The school formation is connected with LLD, Professors V.G. Tihinya and N.G. Yurkevich. They were the editors of the course book and tutorial in civil procedure and theoretical and practical commentary to CPC which were published in the 80-ies. The 90-ies were the years of school development. Professor N.G. Yurkevich, Associate Professors PhD Kolyadko and T.A. Belova worked out the draft of CPC of Belarus which became the basis of CPC of 1999. They also participated in the development of other legislative acts. They were the editors of the course book and tutorial in civil procedure, and theoretical and practical commentary to CPC; the co-authors of which were I.I. Verhovodko, O.N. Zdrok, I.M. Kazei, O.N. Romanova, T.V. Sisuev, E.A. Unukovich, G.V. Yakovleva. The department lecturers took part in the preparation of Economic Procedure Code of 1998 and 2004 and commentaries to them as well as tutorial in economic procedure.

Department scientists and lectures in the area of labor law have been the authors of text-books, tutorial, commentary to LLC of Belarus. At the department there worked leading specialists in labour law: 1950 – 1971 PhD (candidate of sciences) in law, Professor G.A. Povetev; 1960 – 1995 PhD (candidate of sciences) in law. Associate Professor V.P. Duyun; 1950 – 1955 and 1960 – 1995 E.M. Onufriev, lecturer. When new labor legislation was codified, the members of the department staff A.A. Voitik, A.P. Dubovec, O.S. Kuryleva, H.T. Meleshko, T.M. Petochenko, T.A. Postovalova, K.L. Tomashevskii, O.V. Chesalina, E.V.Motina and D.V.Scorodulin co-authored a text-book in labor laws and commentary to Labour Code of Belarus. H.T. Meleshko and T.A. Postovalova published textbooks in social security law. T.A. Postovalova is the author of textbooks “The Labour and Social Law of the European Union” and “The Labour and Social Law of Foreign Countries”.

Members of the department staff have been members of research advisory boards in the Supreme Court and Supreme Economic Court of Belarus, experts in Constitutional Court of Belarus.

The department has broad international links. In 1997 – 2001, and in 2009 it participated in joint Tempus project of BSU, the University Erlangen-Nurnberg (Germany) and University of Graz (Austria).
