Education and career

In 1972, graduated with honors from the Faculty of Law of the Belarusian State University.

From February 1972, Alexander V. Barkov had been working in prosecutor’s office of Sovietski district (Minsk) and then of Pervomaiski district (Minsk).

In August 1972, started his career at the Belarussian State University. He worked his way up from a lecturer to associate professor of the Department of Criminal Law of the Faculty of Law of the Belarussian State University.

December 1988 –  June 2005 – Head of the Department of Criminal Law of the Belarusian State University.

In May 2005, an academic rank of Professor was conferred on Alexander V. Barkov by the Higher Attestation Commission of the Republic of Belarus. In the same year he was elected by competition for the position of Professor of the Department of the Faculty of Law of the Belarussian State University.

Since 22 November 2006 had been transferred to the post of Deputy Director on scientific-methodical work of the Institute for Retraining and Qualification Upgrading of Judges, Prosecutors, Courts and Legal Professionals at the Belarusian State University.

In April 2008 he was elected by competition for the position of the Head of Department of judicial activity of the Institute for Retraining and Qualification Upgrading of Judges, Prosecutors, Courts and Legal Professionals at the Belarusian State University.

In 1977, defended the PhD thesis on the topic: “Criminal law remedies stimulating the detection of crimes”.

Awards, ranks, titles and etc.

Alexander V. Barkov is an:

– Honored Lawyer of the Republic of Belarus (in accordance with the Decree of the President of the Republic of Belarus of 22 February 2000 the honorary title was awarded for achievements in the formation of legal state, development of the legal science, training of highly qualified specialists and scientific personnel);

– Honored worker of BSU (in accordance with the order of the Rector of the BSU of 13 September 2011 № 203-L/PPS the honorary title was awarded);

– Honored worker of Justice of Belarus (in accordance with the order of the Ministry of Justice of the Republic of Belarus of 15 October 2004 № 695 awarded with the badge).

Besides, Alexander V. Barkov was awarded with:

– the Honorary Diploma of the National Assembly of the Republic of Belarus (in accordance with the Decision of the House of Representatives of 22 February 2007 № 653-SPZ and the Resolution of the Presidium of the Council of the Republic of the National Assembly of the Republic of Belarus of 14 March 2007 № 511-PSRZ);

– the jubilee medal “80 years of the Prosecutor’s Office of the Republic of Belarus” (in accordance with the Order of the General Prosecutor of the Republic of Belarus of 21 March 2007 № 97-k).

Advanced training, courses, internships, second education

19–25 September 2010 – advanced training within the international program “NISPAcee” – seminar and scientific mission “Education on the basis of Slovak experience concerning the national system of continuing education for lawyers, prosecutors, attorneys and legal workers from the Republic of Belarus” (Bratislava, the Slovak Republic).

Membership in public associations, cooperation with public authorities, other organizations

1998–2003 – a member of the Legal Advisory Council of the President of the Republic of Belarus.

In 2005 became a member of the Commission on Pardons of the President of the Republic of Belarus in accordance with the Decree of the President of the Republic of Belarus of 20 January 2005 № 41.

Alexander V. Barkov is a member of:

– the Science Advisory Board of the Supreme Court of the Republic of Belarus;

– the Science Advisory Board of the Ministry of Justice of the Republic of Belarus;

– the editorial boards of the journals “Justice of Belarus” (“Justitsia Belarusi”) and “Law and Order” (“Zakonnost i Pravoporyadok”);

– the Academic council of the Institute for Retraining and Qualification Upgrading of Judges, Prosecutors, Courts and Legal Professionals at the Belarusian State University;

– the Research and Practical Center of Prosecutor General’s Office of the Republic of Belarus.

Alexander V. Barkov has been a member of Academic council of the BSU for more than 15 years.

Alexander V. Barkov is a Scientific Secretary of the Doctoral Dissertation Council D 02.01.04 at the Belarusian State University.

Since 1992, was a member of the working group for the preparation of the draft Criminal Code of Belarus and from May, 1995, he headed this group.

1995–1996 – participation in the development of the Model Criminal Code of the member states of the Commonwealth of Independent States (as a representative of the Republic of Belarus).

1998–1999 – headed the working group for finalizing the draft Criminal Code of the Republic of Belarus for the second reading in the National Assembly of the Republic of Belarus.

Research interests:

main directions of criminal law development, concepts of modern criminal codes, issues of criminal law policy.

Alexander V. Barkov published more than 130 scientific works, including the monograph “Criminal law and the detection of crimes” (Minsk: BSU Publishing House, 1980), author of 7 textbooks and a number of manuals.

He is the editor and author of four commentaries to the Criminal Code of the Republic of Belarus (1989, 2003, 2007 and 2010).

Alexander V. Barkov prepared seven PhDs in Law.
