Dmitry A. Lagoon
PhD (Candidate of Sciences) in Law, Associate Professor of the Department of Theory and History of State and Law.
He was born on July 4, 1977 in Minsk.
He graduated from the Law Faculty of the BSU in 1999.
In 2002 he was awarded PhD in Law for the thesis “Legal acts of the President of the Republic of Belarus”.
Since 2003 he has been working at the Law faculty of the BSU. He lectures on General Theory of Law.
His research interests lie in the nature of law, principles of law-making, factors predetermining formation of legislation of the Republic of Belarus as a system, tendencies and laws of the system development; research of a conceptual basis of formation of the national state and law of Belarus; worldview foundations of law, correlation between law and religion at the present stage.
He has authored more than 30 research papers, course-books and training manuals.

The article deals with the classification of legal acts of the President, offers a variety of criteria for such classification, are given the characteristics of the legal acts of the President of the Republic of Belarus depending on their species are investigated characteristics of individual legal acts, allowing them to distinguish from other legal acts of the Head of State and legal acts other governmental authorities.

The object of this study is an ordered set of temporal decrees of the President of the Republic of Belarus, which allows them to identify common and special features that set their internal communications as well as links to other legal acts. In the subject of study is included a wide range of issues concerning the concept of temporary decrees, their distinctive features. The aim of research is the creation of an integrated, systematic in its structure, the concept of a temporary decree.
