Viktar P. Sukhaparau

 Master in Laws, a teacher of the Constitutional Law Department (Law Faculty, BSU)

He graduated from the Faculty of Law of Belarussian State Economic University in 2017 (he has received a diploma with honors). He took a Master’s course at Law Faculty of Belarus State University in 2019 and he has studied at a post-graduate level on specialty “Information Law” at the Department of Constitutional Law (Law Faculty, Belarus State University) from 2019 till nowadays.

He worked as a junior-researcher at the Department of research in the sphere of Civil, Ecological and Social Law of the National Centre of Legislation and Law Research of the Republic of Belarus in 2019 – 2021 and as a legal adviser at the Department of legal and documentation provision of Open Joint stock Company “Non-bank financial institution “Single Settlement and Information Space” in 2021 – 2022. Since September 2022 he has worked at the Department of Constitutional Law at Law Faculty, BSU.

He was awarded a Diploma of Ministry of Education of the Republic of Belarus for excellent academic achievement and active participation in student’s research work in 2017. He also became a Winner of XXIII Republican Competition of Scientific Works in 2016 and he is a Winner of some International Theoretical and Practical Conferences, such as “Lomonosov-2021” (workshop “Law and Media”), “Youth Legal Science Alma Mater – 2022” (plenary session, BSU).

Taught courses: Constitutional Law, Information Law (seminars); for Master-students – “Legal provision of the development of E-State”, “Topical theoretical and practical aspects of information law relations on the Internet”, “Legal basis of Innovation Activity”, “Legal regime of Personal Data”.

- Sukhoparov, V.P. On some issues of improvement of legislation of the Republic of Belarus, regulating information legal relations on the Internet // Pravo.by. – 2022. – No. 4. – P. 119–126. (the article - in scientific journal, Belarus, Minsk).

The article is devoted to the analysis of the legal regulation of information relations on the Internet with the participation of an Internet service provider and the owner of an Internet resource in the Republic of Belarus. Foreign approaches to the legal status and responsibility of the Internet provider are also considered. As a result, the author suggests some prospects for improving the legislation of the Republic of Belarus in the area of public relations under consideration.

- Sukhoparov, V.P. Protection of a Human Image in the Light of Specification of the Legal Status of a Blogger in the Laws of the Republic of Belarus // Constitutional and Municipal Law. – 2021. – No. 5. – P. 30‑34. (the article - in scientific journal, Russia, Moscow).

The article presents results of the study of Belarusian, Russian and foreign experience of legal use of an image of an individual in the media and on Internet as well as presents analysis of practice of the most popular video-hosting companies (YouTube, Rutube and TikTok) on mentioned issue. Complexity and interdisciplinarity of a human right to an image, which has constitutional legal basis, is underlined. The author’s revealed the cases of using images of individuals without their consent in foreign practice as well as revealed a restrictive principle of such cases. As a result, it is proposed to clarify, improving the regulation of the legal status of a blogger in the Republic of Belarus, his rights and obligations regarding the use of images of other individuals in the blogosphere.

The article presents results of the study of legal regulation of electronic libraries functioning in the Republic of Belarus, the Russian Federation and the European Union. This topic has been updated in the context of searching for ways to contribute to achievement of sustainable development goals, implementation of environmental policy in the Republic of Belarus and digitalization of economy. Legal prerequisites for informatization of the library system are revealed. The subsequent development of it according to the author’s opinion requires improvement of legal regulation.
