Graduated with honors from the Immanuel Kant Baltic Federal University in 1975; aspirant programme graduate of the Institute of State and Law of the USSR Academy of Sciences (1981); doctoral programme graduate of Belarusian State University (1992)

Work experience:
Since September 1, 1982 worked as a senior lecturer, associate professor, head of the Department of Theory and History of State and Law, Head of the Department of Theory of State and Law, Dean of the Law Faculty at Yanka Kupala State University of Hrodna.

Since September 1, 2014 has worked as a professor of the Department of Theory and History of State and Law of the Belarusian State University.

1) has developed a theory of the ideal type of regulations and a typology of legal acts in the hierarchical structures of the industry and federal legislation; formulated the idea and substantiated the mechanism of multi-structuralism of legislation;
2) has developed a theory of the rule of law in terms of power-sharing, the ratio determined by the objective of social law and legal law, formulated epistemology and logic - the legal parameters of the rule of law, defined the limits of actions of legislator and the ratio of the law to acts of executive power;
3) has developed a theory of the sources of modern Belarusian law, elaborated their universal classification, formulated the principles of the constitutional institute of the sources of law and proposed a new typology of legal systems, the basic directions of development and systematization of the sources of the Belarusian law, substantiated the main ways to improve the uniform legal classifier.

Professor, Doctor of juridical Sciences N.V. Silchenko is a member of Council for the Defence of the theses D 02.01.01 and D 02.01.04 at the Belarusian State University, is the founder and head of the scientific-pedagogical school on legal theory and applied legal studies, scientific supervisor of thirteen PhD scholars, of three laureates and ten winners of the Republican Contest of student research works.
