Nikitsenka Volha graduated from Law Faculty of the Belarusian State University in 2011. She took the post-graduate course in the same year.
Her main teaching and research interests focus on issues of public administration and its efficiency.

The expediency of terrorism propaganda criminalization has been grounded in the article. The special emphasis has been placed on the active use of mass media and Internet resources by terrorists in order to spread views and ideas aimed at recognizing and supporting terrorism and the practice of its use. Simultaneously particular attention has been paid to the amplification of information pressure by terrorists in the context of the global COVID-19 pandemic. Consequently the author has proposed the wording of the amendment to the Criminal code of the Republic of Belarus, establishing criminal responsibility for terrorism propaganda.

In the article the initiatives of the upper chamber of the Parliament — the Council of the Republic of the National Assembly of the Republic of Belarus on improvement of criminal legislation, embodied in Law of the Republic of Belarus “On amending codes on issues of criminal responsibility” have been revealed. It is emphasized that these initiatives have been designed to strengthen the protection of national security as well as the protection of state and public interests from a wide range of miscellaneous threats, including terrorist ones. Particularly the emphasis has been made on the amendment of the Criminal Code of the Republic of Belarus with new article, establishing criminal responsibility for terrorism propaganda, on the insertion of new qualifying signs for terrorism-related crimes. Simultaneously the author has made the proposal for the further improvement of the Criminal Code of the Republic of Belarus, consistent with the novelties, that have been provided by the above-mentioned Law of the Republic of Belarus.
